I m not sure if the script works on xampp / wampp local installations without domain configurations
It should work.. Hollow.. you are missing something.. or might be your xampp is missing some configuration..
it works fine in xampp 1.7.1
batu544 is correct you are missing something..
my opinion is download latest version and replace all files except dbinfo.php
