   How i add top votes,random wallpapers, top wallpapers & other things on the bottom of homepage.

   & where i get these plugins or hacks ?

   in account options, you have Manage modules, you can do it there.

   for other modules, the owner create modules for his site only, and seems he like to keep it that way.

   If its the links on the top you want to add to the bottom than you can copy them from header.tpl to footer.tpl
